Neal was tough yet kind. When I was a young rookie officer, Neal was the detective who guided me through the process of filing felony charges against a suspect that I had arrested. Neal made a lasting impression on me with his kind, helpful, patient and gracious guidance he gave me at that time in my career. Neal earned and had my respect during the times he served as an assistant chief and acting chief. RIP Neal. You made a profound difference in my life and I am certain in many others.
