Nancy Francoeur Obituary


With great sadness, Nancy A. Francoeur was taken from her family on Sunday, Nov. 18, 2012, after a battle with cancer.

Nancy was born Nancy Anna Crook July 28, 1944, in Providence, R.I., the second daughter of June (Halstead) and Commander Frank W. Crook (USN). The daughter of a WWII veteran and test pilot, she was raised as a child of a Navy family, living in San Diego, Calif., Patuxent River, Md., and finally settling in Hollis, when her father retired from the Navy in 1957. She attended high school in Hollis and made lasting friends there that she knew her entire life.

Graduating in 1962, Nancy attended the University of New Hampshire in Durham, where she met the love of her life, Armand C. Francoeur. Nancy graduated from UNH in 1966 with a B.A. degree in psychology. Nancy and Armand were married in July 1966 in Rochester, N.Y., shortly before Armand was deployed to Vietnam. Their son, Joseph, was born in 1968 while they were stationed at Fort Monmouth, N.J. Their second child, Michelle, was born in Portland, Maine, in 1970 after they left active duty. The Francoeur family moved to the Concord area in 1972, settling in Bow in 1977.

Her faith and compassion as a strong woman emerged in her approach to motherhood and through outreach to the community. Nancy's passion as a champion of the oppressed and her outstanding managerial skills were evident when she began working as a volunteer at the Merrimack County Rape and Domestic Violence Crisis Center in 1984. Quickly rising to executive director of the center, she remained true to her passion of personally helping victims of domestic violence, despite her supervisory duties. She received recognition from the Business and Professional Women's Association of New Hampshire, awarding her as the New Hampshire Woman of the Year in 1987, and as founding co-chair of the Concord District Court Coordination Council on Domestic and Sexual Violence. Upon retirement, she was awarded the Honorable William D. Paine II award in 2006 by the Governors' Commission on Domestic Violence and the Attorney General's Office of New Hampshire.

Nancy made a life of service and faith. She was a dedicated Episcopalian, serving as a Eucharistic minister and in other roles for over 35 years at Grace Church, East Concord. She was passionate about her English roots and left an indelible impression on her six grandchildren embracing those values and traditions.

She is survived by her husband, Lieutenant Colonel Armand C. Francoeur (USAR-Ret), her children, Michelle L. Oliger, and Lt. Col. Joseph E. Francoeur (USANG), Lt. Col. Erik J. Oliger (USAFR), son-in-law and Kelly A. Francoeur, daughter-in-law; and six grandchildren, Matthew, Madeleine, Emily, Camille, Elizabeth, and Katherine.

Calling Hours will be from 5 to 8 p.m. at Waters funeral home in Concord on Tuesday Nov. 20. A service of Christian burial will occur at Grace Episcopal Church in East Concord on Wednesday, Nov. 21, at 10 a.m.
