My wife and I have had the honor of knowing Phil and Judie Howard for close to 25 years.I have had the pleasure of working with Phil since he started at El Paso County. I saw a man who was very serious about and extremely good at his job and strived for perfection, he also would do anything for you and he always had time for humor.
I will always respect his work ethic, his drive and his wicked since of humor. I will also miss going toe to toe with him to see who could out do the other at messing with each other.
He won more times than I did for the record.
