Charles was born January 31, 1968, in Portsmouth, Ohio, the son of the late Adam Moore, and Ellen Louise (Browning) Osborne.
He is survived by a daughter; three sisters, Melissa (Osborne) Wilson, Tina Browning, and Mary Ellen (Osborne) Duggins; an aunt, Freda Moore; a cousin, Vinny E. Moore; and many other loving family and friends.
He was preceded in death by his parents; his stepfather, Joseph Osborne; and two brothers, Joseph Osborne, II, and Jack Osborne.
Charles loved to play video games and also enjoyed playing Dungeons and Dragons.
Visitation will not be observed; arrangements are under the care of Boyer Cremation Services.
