Doug was born on October 20, 1960 to Fred and Adrianne (Rife) Livingston in Barstow California. Doug was one of 5 children. He completed all 12 grades of school in California and as soon as he graduated, he headed to Idaho to stay.

He met the love of his life Cynthia Lee and they married 2005 in Las Vegas, NV. Doug was Cindy's rock and her soft fall. It was very seldom that you saw them apart. They loved to ride 4 wheelers, metal detect, and go on drives to visit friends, he could sit and visit for hours with his friends and co-workers. He also loved to hunt and fish and be outdoors in the nature.
