I have known Scott for many years and we shares many, many work lunches. He always bragged on his mom´s cooking, and he had the best stories. I loved the twinkle in his eye when he was about to say something funny. Scott lived a life of service, and he left a legacy to be proud of.

I have only known Scott for a short time but within it he has been an inspiration. His impact in the community for all people especially living with disabilities will live on and is a celebration of his life.
He will be greatly missed at Independence First and within the myriad of organizations he helped grow and support through leadership, passion and willingness to show up when others would not. He was a model of giving all to the community he loved and is an example of what it means to serve humanity as a whole.
My Deepest condolences to Scott´s family and friends.

In Memory of Scott Luber
From Jewish Family Services, Inc.
We are deeply saddened to share that Scott Luber passed away unexpectedly on the morning of July 2, 2025. His loss comes as a profound shock to all of us at JFS and to the broader community he so generously supported.
Scott´s connection to JFS was rooted in family. Following the passing of his brother, Dr. Michael Luber, in 2020, who served as a long-time psychologist with JFS, Scott became more deeply engaged in our mission. In the years that followed, he brought insight and leadership to many aspects of our mission. He served on the JFS Board of Directors, the JFS Housing Board, and the JFS Housing Task Force. He also established the Michael Luber Tribute Endowment to honor his brother´s legacy in perpetuity.
Scott´s involvement was driven by respect, a deep sense of purpose, and the thoughtful contributions he made to strengthen our organization. His humility and compassion inspired those around him. His presence and impact will be profoundly missed.
May Scott´s memory be a blessing, and may his legacy of service and leadership continue to inspire.

Scott had an amazing appetite for life, laughs and of course, Chinese food. He was always so kind and just a warm, wonderful person. He was like a brother to me and I will miss him dearly.

Scott Luber became a friend, and mentor throughout my journey at IndependenceFirst and will never forget his steadfast dedication throughout his trials and tribulations throughout his career. He taught me what it was like to be vigilant and steadfast and patient no matter what the odds, no matter how people treated you, whether if it was others inside or outside the organization. He was a true hero to me and to others to which i will never forget him or what he imparted to me or to others and whose lives he touched throughout his lifetime.

Scott was a blessing to me and to all who knew him. He taught me so much about budgeting, non profit management and the disability community. Most important, he genuinely cared about everyone and did all he could to make a difference in the lives he touched. I will miss his friendship, immense knowledge and wry smile. May God hold Scott in the palm of His hand until we meet again.

Scott Luber
Beloved Advocate, Leader, and Friend
We are so sorry to hear of the passing of Scott Luber, a beloved and irreplaceable part of the Independence First family for 32 years.
Scott dedicated over 14 years as an employee and 18 years on our Board of Directors, including two terms as Board Chair. He was not only a leader but a visionary, the architect behind our Independence First building, making it not only beautiful and functional, but fully accessible to all. His thoughtful design continues to reflect the values of independence, dignity, and inclusion that he championed every day.
Scott was a tireless advocate for disability rights, earning the "Relentless Badger" award from the Wisconsin Coalition of Independent Living for his fierce determination. His service and commitment were also recognized by BizTimes Milwaukee, which named him a Notable Board Member.
Most recently, Scott played a key role in a landmark federal court case that helped secure voting rights for people with disabilities in Wisconsin. By sharing his story as a plaintiff, Scott helped ensure that individuals with disabilities have the right to receive assistance in casting their ballots, leaving a lasting impact on our democracy.
Scott´s legacy lives on in the lives he touched, the rights he helped secure, and the community he helped build. He was a mentor, a friend, and a passionate force for change. His absence will be deeply felt by all of us at Independence First, and we extend our heartfelt condolences to you and your entire family.
With deepest sympathy,
Marci Boucher President and CEO, the Board, Staff, and Friends at Independence First
