Roy was born in 1929, in Baltimore, Maryland. He attended Baltimore Polytechnic High School. His first employment was with the Baltimore Gas & Electric Company as a customer serviceman. He left the gas company to join the Black & Decker Company, as an experimental technician, helping to develop new power tools. He served eight years with the Maryland Army National Guard
Roy, at age 14, met the love of his life Tina, at Girl Scout Camp Whippoorwill, while working as a handy boy. Years later that they met again, dated, and finally married on January 26, 1952.

Roy and Tina spent many years touring across the US and Canada in a motorhome. They met people who became lifelong friends. They spent winters in Florida, enjoying the warmth. Tina joined the Teddy Bear Museum and started years of making her well-known bears.
Roy served as chairman of the Essex Inland/Wetlands Commission and enjoyed working with the Ancient Order of Essex Weeders. He was a devoted member of St John's Episcopal Church, serving on the vestry and building & grounds committee, and ushered at the early service for many years.
He is survived by his twin sister, Marjorie Turner, and older sister, Barbara Black; two devoted daughters, Linda Lindsey and Barbara Boucher. He has four wonderful granddaughters, and 5 great-grandchildren.
